Parking Permit Program

The program is regulated by Manitoba Transportation & Infrastructure and administered by Manitoba Possible. The Parking Permit Program ensures that when a person has difficulty walking more than 50 meters they can park in one of the specially designated accessible parking spots in lots across the province.

Anyone who needs the full-time assistance of a mobility aid such as a wheelchair, walker, cane, or crutches is eligible for a parking permit. Temporary permits are also available to allow you to use designated spaces during your recovery period (as certified by your health care professional).

People are eligible for the permit even if they don't own a vehicle. The numbered permit can be hung in the rear view mirror of any car as long as the registered permit holder is also in the car.

People moving to Manitoba are required to get a Manitoba parking permit within three months of becoming a permanent resident to avoid any confusion about their right to park in a designated space. Visitors to Manitoba, however, can use their regular accessible parking permit during their visit – just as the Manitoba parking permit is recognized across Canada, the United States and the European Union (EU).

We recommend checking with local authorities when planning on using your permit abroad.

Program Cost

The parking permit is available for a cost-recovery fee of $15.00. For people with a permanent disability, a permit is valid up to three years. Temporary permits expire once a person has completed their recovery.

Appealing A Denied or Cancelled Permit

If your permit application has been denied or cancelled, you may pursue a medical review and appeal the decision. For more information on this process, please visit the Government of Manitoba’s Medical Review Committee webpage.

Permit Holder Responsibilities

As a parking permit holder, you have certain responsibilities. Ensuring your permit is used properly will help make sure that designated spaces are being used by the people who need them.

All inquiries regarding parking meters and parking permit stalls should be directed to your municipality or city administration. Manitoba Possible does not enforce or administer accessible parking stall locations.

How to Apply:

  1. Contact your primary healthcare provider

  2. Your health provider will begin the online application process

    • Applications require information from a healthcare provider to confirm eligibility for a permit

    • Please do not initiate the application yourself, your primary health professional must do so

  3. For Winnipeg clients, the Parking Permit Program will review your application and call you to inform you when to pick up your permit. For rural clients, the Parking Permit Program will review your application and mail your tag.

    • Applications submitted online will be reviewed in the order they are received

    • Applicants do not need to confirm with the Parking Permit Program via phone that the online application has been received

    • In the case of a denied application, the Parking Permit Program will contact the applicant with details and the next steps

How to Renew:

The Parking Permit Program contacts clients that are eligible for renewal directly six weeks before their permit expires with instructions on how to renew.

Clients with email addresses will receive a link to an online renewal form and can pay online.

Clients without email addresses on file will be contacted via mail to renew their accessible parking permit.

Instructions for Online Applications

Steps to Initiate a New Application via a Healthcare Provider:

  1. Healthcare professionals will be directed to a verified and secure online form on DocuSign via the Parking Permit Page (this page) where they must enter in their name email address and the name and email address of the client (if applicable)

  2. Healthcare professionals will fill out client information on page one 

  3. Healthcare professionals will complete page 2 including a digital signature

  4. Completed applications will be directed to Manitoba Possible Parking Permit Program for approval and processing

  5. Parking Permit tags will be mailed to Rural clients following approval and payment

  6. Winnipeg clients will be contacted to pick up the permit at our office between the hours of 10:00 am –  2:30 pm on weekdays (excluding holidays).  Payment can be made over the phone for credit cards or in person by cheques, Debit or credit card 

  7. If for any reason a permit is not approved, the client and healthcare provider will be notified that the application has been “voided” – a brief reason will be included

NOUVELLES DEMANDES

1.     Le professionnel de la santé sera dirigé vers un formulaire vérifié et sécurisé sur DocuSign. Il devra entrer son nom, son adresse courriel, le nom du client et l’adresse courriel du client;

2.     Le professionnel de la santé indiquera les renseignements sur le client à la page 1;

3.      Le professionnel de la santé remplira ensuite la page 2 qui comprend une signature numérique;

4.     La demande dûment remplie sera envoyée au Programme de permis de stationnement de Manitoba Possible à des fins d’approbation et de traitement;

5.     Les permis de stationnement seront envoyés par la poste aux clients vivant dans des régions rurales, après l’approbation et le paiement;

6.     Les clients de Winnipeg seront contactés lorsqu’ils pourront venir ramasser leur permis à notre bureau, en semaine, entre 10 h et 14 h 30 (à l’exclusion des jours fériés). Les clients peuvent procéder au paiement par téléphone, au moyen d’une carte de crédit, ou en personne, au moyen d’une carte de débit, d’une carte de crédit ou d’un chèque;

7.     Le client et le professionnel de la santé seront avisés que la demande a été « annulée » si le permis n’est pas approuvé, pour quelque raison que ce soit. Une courte explication leur sera fournie.
